No, You don't have to be a business. They sell in quanties from two ounces up pass a pound. Their powder is teriffic, especially the "vein types". Sign up for their newsletter and they will let you know when certain types are on sale!

Another nod for Columbia Coatings. Their products and prices are fantastic. The customer service can't be beat. I emailed some questions before my last order and heard back within the day.
They also sell "powder water" which I don't know if it can be ordered elsewhere. This stuff basically turns powder paint into a liquid paint. Awesome.

I find they are cheaper than buying 1oz jars if you buy by the pound... What are some of you guys favorite colors??? Im going to place an order soon.... What are the curing temps and times??

You might want to checkout Powder Buy the Pound before you order from CC. They have some really good stuff as well – some stuff that CC doesn’t have. They have prismatic additives that are way cool.
From CC the illusion kit is highly recommended as well as their holographic glitter. I use their super high gloss clear for mixing with other paints. Your best bet is to split an order with someone or find someone that wants to thin down their supply.
I cure all mixes at ~315 for 25 minutes or longer. The trick is to know how well your curing chamber operates and to make sure you have an accurate temperature monitoring device. All the tables in the world can’t help you if you don’t how well your oven operates. I paint up to six different colors on jigs with out any problems…
CC and PBTP both have the liquid to fluidize the powder paint and it is developed to mix with PP and shoot with air brushes. It’s like embossing fluid – the problem is that you have to make sure that it is absolutely dry before you try to cure and you have to know your mixing ratios. Too much work – it keeps coming back to brushes – very easy. Have some if you want to try it. If you know how to air brush you could make it work.

Don't forget Roseyspowdercoating.com, they have some pretty good prices and good paint. I have used a lot of their PP over the years and never had a complaint. Colombia has some great colors though and so does PBTP. Good to have alots of options and sources to help find exactly what you need.
