It's impossible to trouble shoot DD's hinderance of thinking with traditional testing. You can't just eliminate one item from the mix and assume you're isolating the root cause. I think this would call for one of them high dollar VOMs to get to the root of it. Maybe even one of them full fledged Fluke jobs.

He said he gets paid on Wednesdays so tomorrow night he'll come by with 3,500, then next week with the other 250. I'll give him a bill of sale AFTER I get the full ammount
