Looking at all the jigs on peoples pages and in the threads it seems hackle is more popular that bou. Does that come from tie preference or fishing results?

Both...fish will hit both, both better than others at times, but you gotta fish what the fish want at the time you're fishing. ;)
its just better all around. just not as puffy
i use both but i use them for diff times and places hackle does make a nicer looking jig at times tho
hackle catches more fish because of its natural look in the water like a small fish. We've been catching more fish with it in the past couple years it has been proven by comparing other jigs with it when we are fishing.
I use both and really heavy on % of the time in Spring with marabou and then once fishing tight lining it's almost all hackle. I just like marabou better when long line trolling of I do some flipping with a 10' pole when they really get tight to the shoreline. Love watching a 1/32 oz Roadrunner coming over the spot and one coming up and nailing it. Hardest part is waiting until they hit it before setting the hook.
I would use either under a cork I think and I do at time use marabou when tight lining, just not as much. Not sure anything has the action of marabou, but several things close I guess.

Both Work Well For Me.
I tie and use both, depending on the time of year and the species.
Crappie, I use about 75% maribou, 25% feathers. Smallies, 95%feathers,
5% maribou, Northern & Musky I use 100% feathers. I agree the feathers
make for a neater jig, but nothing other than rabbit fur has the "breathability"
of maribou. Blugill, I use neither, mostly kiptail, chenille, rubberbands and other materials to create "buggy" type lures. That's the great thing about
tying your own......there are no rules so tye whatever tickles your fancy and you like to tie. 95% of the jigs we tie have never been seen by the fish anyway, so bottom line let them decide what they like on any given day.
Just remain versatile and don't be afraid to tie something new to try!!

I use both all the time on different sizes jigs and flies. Sometimes the fish want a streamline presentation so I will throw hackle tail lures, sometimes they want movement so it is hackle, then they want a bulky lure so it is hackle everywhere, sometimes all of the above. I won't leave home without a variety of lures, some with only hackle, some with marabou and some with both.
