dip um in some paint stripper then wash um off and start over
I have a Dremel tool that I use to clean up jig heads using buff wheels and I think that if I wanted to I could clean a mess off of and use again, but I don't really think that for teh cost of one jig head that it would be worth the time spent.

GCD- have any pictures?
it is quicker for me to throw them away :D.
The fish will hit an ugly jig,I've proven that more than once.Tie it up!!!!!! Don't throw it away.
If I'm brush painting with paint I have an old piece of shammy and just wipe it off and start again.
The powder you can usually fix by reheating the jig and redipping

GCD, do they have it in a small size, or can I just put that in a small ziplock cup?
