I think you can because you can buy pontoons with seats outside specifically for fishing. So I thoink mounting seats would be no different, but I may be wrong.

Use all deck space to your liddle-o advantage. There are no corps regs against it...I do know that much about it. I'd be willing to bet there's on regulation against it.
Just be careful and wear your pfd. You can't ever tell when you'll hit an underwater obstruction and then you'd be vaulted into the drink. :(
