Had the same trouble a couple of years ago, seems like nobody makes powder blue. So i just made my own, used white and dark blue powder, mixed in a small plastic cup, works good. You will have to play with the white to get the shade you want, but it is easy.
Have also done this with other colors, to get the color i want, and it dont seem to matter if it is the same brand of powder or not. Try it, you'll like it.
I used blue and white mix as well. Turns out a bit darker than a robin egg. Use more white than blue. I got lucky and had what I wanted on the first try. Stir it up good with a toothpick. I would guess mine about 3 parts white, 1 part blue. Would like to mix the sapphire blue powder with white and see what happens too.
Also... a friend of mine uses Harbor Blue spray paint. Dips the rest in powder but swears by the Harbor Blue.
If you are mixin paint, always start with your lighter color first, there will be alot more light than dark like TNTjman said. Just add a little blue at a time... it's easy to go darker, but you will use ALOT of white to get it to go back lighter.
