Do a little search on powder painting and you will have more info than you need.
I use pliers now to hold the eye of the jig so the paint doesn't get into the eye. No problems any more. As for fixing it once you bake them on, try heating a wire and pushing it through instead of a hook.

I always clean the eyes before I cure it just makes it easier. I have a pair of pliers that has smooth inside jaws and a pull through them takes the powder right out and for those that don't come clean right away I have a piece of spinner wire I poke through it.

I use a pair of hemostats to hold my jig. Grab it by the eye and and position it so the hook runs straight up. Dip it and I never have paint in the eye.No paint because your holding the eye and it is covered up. If I do get paint I just poke it out with a coat hanger that I took to my bench grinder and made the end like a needle. If you get paint in the eye after the cure, just heat that coat hanger needle up and shove it through the eye. I will see daylight!

Cheap pair of hemostats from flea market. Homemade fluid cup instead of dipping in the jar. Problem gone. - BG

I just clean out the eye before curing comes out easy with eye cleaner or needle or that bodkin thingy lol

I baked some jigs once that I had coated w/ powder - won't make that mistake again.
What I did was to take a ultra fine drill bit I had - like 1/64 - possibly smaller, and spun it on the hook eye - using my thumb and middle index finger as my 'drill'. It was a slow process, but the drill did get the eyes cleaned out.

I've been using a jig eye buster that sells for about $3.I've been using the same one for over 10 years with no problems.I clean the eyes before I put it in the oven. The hemo over the jig eye trick works fine as well.

Yep Eye busters the way to go that's way even if you muff it up and cure it anyway before cleaning, the buster will keep you out of the hospital w/the hook buried as deep as Chiner"!
Might get a Chinerman DOC. to do da operation" who know's? :D
