I have loaded a small pond with about #30 hand sized bluegill, I have fed bluegill and catfish through the winter but I had always started in the warmer months. I had thought about starting with whole corn? Any tips or advice?

I would look into a quality pond pellet feed. Fish don't digest corn well, especially dry corn

I’ve heard cat and dog food used by some folks. After talking with a few folks in the fish management line I found out that those foods cause more weeds and algae growth and it’s best to use a legit fish food.
high pro catfood won't break your wallet , feed it on the warmer days in small mounts
take 2 20 foot sections of small dia. pvc and use a standard coupling glued one to each end and bend them to meet in a circle and glue them together ....
stake it or tied it off to the bank to keep it from drifting away
forecast the food into it .....train them to come to ya ....:highfive
