TN has changed their mind, some

Here's the old rule. How can it be banned if it's there.
How about setting up stores and vending machines close to boat ramps, public fishing areas that pay a bit to collect them.
"possess or transport live specimens", drop that. Collect all you can. They make great fertilize for the garden, flowerbeds, cat and chicken feed.

It is unlawful to possess or transport live specimens of the following animals:

• Silver carp (Hypophthalmichthys molitrix)
• Bighead carp (Hypophthalmichthys nobilis)
• Black carp (Hypophthalmichthys piceus)

Seems odd they would release tagged invasive species just to promote the catching of the Asian Carp. Hopefully the tagged ones are sterile

A cooler at a ramp or bait shop where carp can be dropped off. Commerical fishermen could get the code to open/empty when needed.

I would think a lot of those companies would put a refrigerated trailer there to collect it
