This site has a wonderful subsection for those that want to learn how to make cool jigs. Never know, this stuff might interest you, and in there is help for everything you will need. Creating you own stuff can be easy, but it might not be for everyone.
The idea in this episode of creativity is to assemble a very bright target for the fish to focus on. Painting the entire head is common, but these eyes are actually much brighter than are the powder paints. Draws more attention.
I chose a white paint for the head, but another color would work as well as the eye have paper backings, so the white doesn’t need to help reflect the eye color from underneath, it just becomes the background that surrounds the eye.
Notice these eyes seem to be like small LED lights. Not like when you paint the heads, but like brighter than that. They glow beautifully in both the visible and in UV light. In natural light they glow so much better than under the bright craft lamp light in the first two shots. Natural light shows them off wonderfully.
I substitute an entire head of color, just to add a brilliant 5 mm dot for an eye. I think it is a good trade.
