Depends on when the food moves into the area. .I would say once the mud settles out of the water some it will be game on. I past over the Chick this evening on the way home. Water was still up but not muddy in the backwaters. I am going to carry a couple dozen minnows and see if they want to bite tomorrow night. I had some time scheduled off work. They snap back pretty quick. For a fish rain water runoff brings all sorts of tasty things into the water ways. That is why the fish will stack up at the mouths of creeks. It is a buffet. The stream that crosses the property is running mostly clear now. They will be back to their normal feeding pattern now.
If the water is spawn warm ( 58+) on my area lakes it takes about 12 hours and some will be moving in

Lots of variables on this question . But fish react quickly to rising or falling water levels :twocents
Depends on water temps here in NW PA.
