Water leak from side cover ? What is it?

Did some spring PM work on my old bass tracker. New fuel filter, fuel hose and bulb and new plugs. Started up like a champ!

I can't tell from the pictures but my first thought was water-jacket. Is this the cover on the head?

Done some digging, exhaust cover gasket? Anyone ever replace that?
