07' 25 HP Tracker. Seems cable snapped or binding. Is it difficult to replace, 16 foot Panfish Tracker

Examine your cable carefully, it may need secured in an area that might be in a bind, like rear corner of boat.
In other words, lets start with a good visual. Check under cowl linkage, too.

Pull old 1 out from transom ( back access compartment) tie a small rope, string to it , so you can pull new 1 back through
