An EPA approved method for disposing of used used oil is in fact to burn it.
20 year old oil mix should be mostly varnish by now and not so volatile.
Be careful and put small amounts in your fire pit.

If there is a excavating company near you ,contact them. I'd bet it would be fine for starting brush piles and serve a good purpose.
If you know anyone in the logging or forestry management fields talk to them, they may take it to mix with diesel fuel for drip torch fuel, that’s typically what I do with my waste gasoline. Or you can mix with used motor oil and burn brush piles.
if had some stumps you wanted to get rid of it great for burning stumps too !!!! just soak them good with the old gas wait a day or two and burn them !!!! you got about the right amount of gas to get rid of 4 or 5 stumps !!!!
