Funny you bring that up. I've really been paying attention to it the past few weeks and they absolutely will feed down. I've watched em do it in the grass that I've been fishing and on a local state lake where the fish suspend in open water a lot. I thought about doing a youtube video to prove it.
I've caught crappie dragging a jig on bottom. Yes they feed down. It's not there primary way but it happens. I've seen them swim on their side like a flounder.

If you get their attention, they will follow it down. Now, if they are not in a feeding mode- they will not go down for anything.
I don't think that it is not that they won't feed down, I'm sure they do. It is just much easier for them to see baits above them because of the position of their eyes.
