I am not positive, but maybe the head was not hot enough? I use an alcohol burner to heat my jig heads to paint and I developed my speed and count, meaning I count at my speed how long I leave the head in the flame and then dip and swish side to side fast and out tapping any loose off. Then just because I'm hard headed I pass it back through the flame for just a pass. Then I use a sharpened tooth pick to clear paint from eye.

I'm not sure on the powder paint problem but I am curious about this bar used to hold the jigs. I've seen that used frequently. Can I ask what it's called and where you purchase that from?
Is this before or after baking? If before your not heating head enough. Pass one back over heat source to see if it doesn’t smooth out. If after could be a problem of not hot enough or some problem I haven’t seen with paint.
Moisture in the powder paint causing it to clump

It’s flowing real nice in bed it has been in factory container since I got it. When I’m done I put it back in jar and seal it up. If it flows good how can I check for moisture?

It’s before baking. I’m going to try and heat it longer and see what happens. I got the jigs off eBay I’m wondering if they could have something on them from when they where poured?

Not enough coverage and not enough heat.
No big deal, reheat the same heads and dip again.

With the clamps like that, you really can’t over paint.
