Take a look at the facts below as gathered by Jessica Baumann, former NC Wildlife biologist for Jordan Lake. As you can see from the bottom chart, the 10-inch regulation was implemented in 2004. I think the facts clearly make the case NOT to lower the size limit. Why would we want to go back to the pre-2004 days of catching small fish?

Thank you for the info. I know this is not going to be a popular statement , but I would love to see most of our NC lakes go to 12" I think it would make a difference in the tourism as far as people from out of state wanting to come to our lakes knowing they could catch some big crappie.

I adhere to an 11-14” self imposed slot with an 8 fish limit. Anything smaller isn’t worth filleting and anything larger is a baby factory. Self support the slot!

12” limits are only for white crappie lakes, white crappie grow longer but not as wide as blacks, in a black crappie lake or with slow growth and with a limit that long you would have a stunting of small fish, 10” has been thouroughly studied on jordan as well as a couple yadkin lakes and it was implemented on jordan and works tremendously well, but the nc wildlife does not base its rules from a biological stand point, if you believe they do then you are being fooled, i could elaborate but its to long for here
Tarheelwx--you are right on with the size of fish to fillet. There is not enough meat on a fish under 11" for a fillet. Those 12"-13" fish are my preferred size. After the spawn, I do like a few of the larger fish for a special recipe I found. You take a thick fillet and press Parmesan cheese on one side. Place the fillet cheese side down in some melted butter and cook about 4 minutes. Flip for 2-3 minutes on the bare side. This is actually a saltwater speckled trout recipe but I found it works on those big crappie that one occasionally catches.
