My trolling mtr battery ran down to 66% according to my charger. It ran for about an hour and a half. Would you consider that in need of replacement?

It was either too small, not fully charged, low on water, or bad. If it was low on water for any length of time, it is bad.

Not knowing your battery group size so just a guess its not a real big one. You used a third in a hour and a half....so by that you have a 4 and a half hour run time at top speed. You should get more than that if you had a group 31 battery.
How old is your battery ?
Two yrs I think. Academy Sports did not punch the tag.

I get a Quart zip-lock bag ,, put the Reciept inside where the date shows then Tape it to the Battery -- but not in the way of checking the water level
