I have fished at night when it was freezing temps and we tied the top jig direct to the line and the bottom one 2 ft . below it . This was fished on a 2-3 inch cigar float . Were not actually trying to snag anything . You are trying to get bit like normal .You will start at 6 ft and work down to 1 ft . Some times you will "snag" or foul hook a fish ,thus the term snagging . It is not a true snagging like done for catfish in the spillways . :juggle
Things have changed since the old days of snagging, can't use a treble hook and can't use a single hook bigger than a #2.
Bout 12-18 inches apart. But it's snagging so, it doesn't matter much. You are limited to 2 #2 hooks, but I thought you could use a single treble up to #6. Check me on that though

Year before last, I was at Grenada spillway snaggin. GW was checking, man just below me was cited for using a treble!
THERE ARE CERTAIN MONTHS THAT A #2 HOOK IS A MUST (OR SMALLER ) . I GAVE UP WALKING ON FROZEN ROCKS WHEN FLAT GROUND AND ARTHRITIS DOES NOT MIX IN JULY . :biggrin
