If it is a new hose or it is empty here's how to pump it up. Disconnect from motor and stand in boat holding hose vertical with flow direction up. Leave the tank end connected of course. Keep pumping and it will pressurize unless the bulb is bad.
I bought a new assembly for mine and could not get it to pump up. I bet my shop guy a 6 pack it wouldn't work. I lost!!! The bulb has a 1 way check valve and holding it vertical pointing up get the gas moving through the valve and will "prime" the pump.
If bulb has been on a while, could have crack or cracks in it. Sometimes you can't see them until you remove & get in good light. Happened to me before.
Leave everything connected and hold bulb vertical as stated earlier. If it doesn't prime, you may need to investigate your pickup tube and/or tank connection.

Tell you what happen to me , I drained gas from gas tank on boat from gas line ,when I hooked it back up could not get it to prime ,tried all the tricks ,Had to take the gas line off again and pump the blub until gas came out ,guess it was air locked LOL RR
I had same problem. The pick-up tube in tank had a crack in it above gas line in tank.
