Boat finished but...

Well took my boat out for the first time. Couldnt get the motor started, I took it to the shop about a year ago and they started it and said it was in good shape. Its a tiller handle maybe i was doing something wrong taking it back tomorrow. Also i think i need to lower my deck, it seemed a bit high and tippy.
