Sorry but I'm not much help here. I can say that I've recently tried shallow, in pads, and have not had any luck. That's here on Griffin in Central Florida.
It can be done -possible couple locations on east side at park entrance-(off Eastlake Dr) has several walk ways that go out one edge of
lake. West side Anderson park - water is 3 1/2 ft deep - might be able to fish from launch area or down on point coming
out into lake.
