The age of the tire could be more important that the tread wear...the tire manufacturer will recommend at what age to replace....I also look for dry rot like hairline cracks in the sidewalls....personally, I would replace the worn tire in the picture regardless of age.......
Its always a good thing to replace trailer tires every 4 years no matter how good they look....problem is they are not run every day like on your vehicle....the rubber absorbs moisture and not running them daily to get them heated up to remove the moisture....the tires rot...Always replace with a trailer tire and not a car tire....there is a difference. Get Radial trailer tires with the highest load range for your tire size.
And don't get them at Wal-Mart or any other cut rate seller. Go with name brand.
I made one trip to D'Arbonne a few years back on a brand new set of Wal-Mart specials. When I got home I had to replace them. They were worn beyond belief. There are a few good ones out there, I went with Good Year Marathon and have be satisfied.

Run the max pressure marked on the tire....usually its 50 lbs. Dont run less.
