Understanding TVA Data

When looking at the TVA app that shows the water release schedules, I am confused by one piece of information. There is a table titled "Observed" that shows numbers for "Average Discharge" that shows a number that is in cubic feet per second. There is also a table titled "Predicted" which shows numbers for "Daily Average Outflow" which is also in cubic feet per second. Which of these represents the flow rate of the current for the time period when I am fishing? I assume it's the average discharge from the observed table, but I am not sure.

One more thing that has to be taken into consideration is the INFLOW number. If the DISCHARGE is 50K and the INFLOW is 55K there won't be any current. 50K with very little inflow will produce good current up here on this end. Of course we also have to figure in the Barkley numbers because of the canal between the 2.

Doug if Watts Bar is discharging 26,000 I then go to The Chick and look for a discharge about the same. If there is none on the lower dam then there won't be any current. Also if one hold back and another doesn't you can get a pushing effect like the river is flowing upriver. This is in our neck of the woods. Maybe be different up your way. Most of the time it an average and is steady. Then again I have seen during peak times of electrical demand where they will run 5 genrators and burn the 26,000 avg in 6 hrs.
