To be legal your name and address need to be on each rod if you run more than 3.

Here is the reply from one of Mo's conservation agents to this question last year. You will note he says: "first 3 hooks". So if you were fishing with 4 rods with one hook each, you would only have to label one rod. If you run with 2 jigs or minnows per rod, you would need to label all but one rod and you can fish with up to 33 hooks. Here is the link to the whole thread.
