Sorry I have no info for you on this, but would think a good rod builder should be able to help you with that!

X2 on mudhole but I've seen what it takes to replace a foam handle!!!! If done wrong your out a favorite rod as the blank can get damaged.
Mudhole and they have good video's to help.
To my knowledge and several guys I tried to get some repairs on handles done, they wouldn't do the job unless the eyes were removed because of the taper of the blank. A 2 piece rod wasn't to bad but a longer rod with lots of eyes became cost prohibitive. I haven't built any rods in a lot of years but I can see their point. Holler if you find out different please, I'd like to know myself.
Some of the rod handle wrap stuff is pretty good ( some not so much) It's not as nifty as a new eva handle but it does have some grip advantages.
Also...I work in the electrical field. We have a rubber tape we use..Scotch 3m number 23 I think it is. It is amazing stuff. We make handles on tools and stuff with it. Sort of expensive but we fix things we need a no slip tough handle on all the time with it.Best to secure the tag end with something,we usually just wrap it with the standard super 88 3m tape on the end.
I have used the wrap material for tennis racquets on my bass rods with pretty good success.
