Yes, the water is very muddy, but the level has dropped from 336 to 328.

I just heard a few fish are beginning to be caught in Soap Cr but I havent fished there this year.

I was just down the lake a bit in Bennefield Creek last weekend and the water was dirty enough that the fish would have gotten a mouth full of dirt if they opened them. I would imagine Soap Creek was just as bad. It may be starting to clear up some by now but I suspect it will be pretty muddy for a while.
