Hard to beat the Ram Mounts for flexibility and secure as well. BBG has best prices I've found. Got two on the front of my Duracraft sticks steer.

Put 13 quart Engels cooler behind seat
Get a HI-Tec rod holder mount an adapt it to run both side by side or on top of each other. All you need is the riser an base plate an go from there. 18in. riser is perfect height.
Kind of looking at Spyderlock since it is adjustable up and down.
That will work too.
