Willow beach is part of the Ar. River, which is controlled by the Corp of Engineers. However, if you are referring to Tulls Lake, which is the small oxbow just off the England Highway, and is what most people mistakenly refer to as "Willow Beach," it is definitely private. I did some research on it last year after a run-in with one of the homeowners. I wouldnt recommend fishing there unless you dont mind flat tires and broken windows. The homeowners are pretty protective of that place.

Tull lake is not private. Home owners are greedy. Call NLR PD if you have anytrouble.

You are correct, the homeowners ARE greedy. Mainly because they were sold their lakefront property with the understanding that they would have their own private lake. Mr. Fulkerson owns all of the property surrounding the lake, except for where the homes now are. He had the ramps built years ago. Neither the COE, or the AGFC has ever stocked or managed the lake. How is it not private?
ive been fishing it for more than 17 years and have never gotten in trouble for fishing there , been checked by game warden several times and had a county sheriff question me while fishing there , years ago several tickets were written for trespassing and all were thrown out of court , not sure of the whole story on the lake but was told that the lake belongs to COE only the land around it is private, fishing there has been down for several years now and mostly a dink hole anymore! 8" or smaller will be the average
We fished there years ago. We stopped at the little store before you got there and paid a launching fee. I think the store is gone now. We normally yoyo'ed there and back then caught several good crappie and catfish. I have a friend that lives on the water and has invited me to fish there but I haven't as of yet.
