Dead Line Polling?

Saw this mentioned but don't know what theyre talking about. Anyone explain this to me?

We call it Dead Sticking Em, sometimes they want take it when they are really deep if the bait has any movement to it and you can hold it real still and bam it's on, we do it a lot in the heat of the summer and cold months also.
