1. Can a person that makes crappie beds put them in any lake?
2. Do they have to have permission to do so?
3. If they can where would be the best places in lake to put them?

Don't know about Tennessee,......If you are talking about dropping structure down into a lake, you need to check your state regs. Indiana (where I live) has regulations...you need a permit from the DNR and also pay a fee. If they catch you, you might be fined.
Here in KY, I think you are supposed to get permission from F&W but they look the other way on the big lakes as long as you don't put them anywhere that they are likely to be hit by a lower unit. Using natural materials or clean materials like buckets, stakes, PVC pipe, etc won't get any notice. They will frown on such as old tires, junk, or anything that might have oil or chemical residue in it.

1.Each lake is different and you need to check witht he local game warden or park official.
2.The game warden or park official will tell you if you need permission.
3.Placement depends on the lake and the contours and where the fish hold normally. Use a depth chart adn do some sonar scanning to find the best place near a drop off, point, ledge, deep water close to shallow and shallow areas.
