Nope. You could plant bermuda in the watershed to slow the runoff and there by reducing the silt load.
Yep....lots of grass seed and fertilizer will help
go easy on the fertilizer if he's going to stock the pond any time soon.
The fertilizer will not hurt the reworked pond, depending on what the concentrations are of N.P, and K . Fertilizer is needed to start the food chain and the biological processes.
