I would guess because dogs shed
the hair has different phases of growth but a lot of the time the hair is just not growing. also, dogs of different breeds, the hair length is genetically determined so the hair length is only as long as genetics say it will be..and as G referred to they do shed which is usually determined by day length...so in answer to the specific question asked...the hair is not always growing...in fact it not growing most of the time....
