Yeah. Just slide it on before you tie your hook on dub minnow rig.

Don't know what it is but it kinda looks similar to something we do. O-ring in hook eye with a barrel swivel attached to a blade. Allows u to fish a spinner with nothing but a hook and a minnow without having the added weight of roadrunner or something similar.
I've used small blades with beads and a clevis in front of my hooks before. Similar to a walleye worm rig, or crawler harness.
Had to look it up to see what they were tho. Pic didn't show them very good.
