There is no longer a bait shop/store at either lake. They closed many years ago. Ocean's East used to sell them, but they changed ownership and I don't know if the new owner has the permits yet. I heard they will carry them, I just don't know if it's done. Your best bet is to order one online or go to downtown Norfolk to buy it.
Any problems getting permits for a Kayak with no Reg numbers?
You can look at the form here. It doesn't look like a problem. I went to Oceans East to get one for my new jon boat and they didn't have any due to the ownership changing, then I went to Dashiells and they were out so I just went downtown and got mine. I paid a couple of dollars for parking, walked around 1-2 blocks, and was in and out in less than 10 minutes.
Lokks like downtown is the only option now!

Ok thanks guys, I'll swing in and grab one today.
Dashiells should have them. If they don't it's because they haven't told us they're out. 400 Granby St is the best option during business hours and I hope to have Oceans East on board very soon.
No problem with a kayak - registration numbers not needed for non-motorized boats.
