Long shot, but if military perhaps they are referring to lake Bradford on little creek, no harvesting of pan fish there.
Actually Mike I believe you can keep them on Lake Bradford. I have a phone call in to Natural Resources but they aren't returning my calls to clarify a couple questions but here is the writing in the regulations dated 16 OCT 2012: (c) Pan fish and other species. Virginia limits apply.
The confusion comes from the sign on base which reads (the last time I was there at least): Pan fish. All other sizes are catch and release. Which I believe is a misprint as the flyer (Google little creek naval base fishing) is worded similar but says: Virginia limits apply. All other sizes are catch and release. So I think they missed the "Virginia limits apply" and were trying to say if there isn't a regulation then it is catch and release? But the regulations clearly state that pan fish are legal and you follow the Virginia regulations.
This and the rule of horsepower on a boat are my questions that I wanted to clarify but seems returning a phone call is too hard. My other question was in regards to my boat has a 50hp on back but am I allowed to use it if I never drop the motor and stay electric only, similar to all the other lakes in the area that limit horsepower? Anyway, if you still fish there (I stopped until I can get an answer on my hp issue) you can "keep what you catch" if it is within the Virginia regulations. :) Hope this helps.
