When the crappie finally move up shallow what determines them either being around trees or in brush/tree tops?
depends on water depth and the type cover that is most available in that particular body of water , some lakes or river/ streams they will relate to live trees only in others they will use stickups or brush and in other places grass and lilly pads, each lake is different! fish all locations until you figure em out
dont forget water clearity plays into this as well , fish will spawn in clear water lakes allot deeper than in muddy or stained water, in extreme muddy water ive seen them spawning in water so shallow you could see their dorsal fins sticking out of the water and in clear water lakes they may spawn in water as deep as 10-15 ft or deeper
Some of it has to do with bottom content also. But like Greg said, water depth, clarity, what's available, etc and what the fish like. Once you unlock the secret, you will be able to find other areas that produce.

If I see a newly blown down tree, still has roots on the bank, and green leaves still there, I'm on it like white on rice. However, I have an old dead blown down tree that is long dead and not long to be with us, and I still catch fish on it.
I also have some deeper brush tops that do well.
I also can catch nothing on both types of structures, with the best of 'em.
