What is your standard cold start procedure?
Pump fuel bulb then choke till it fires but it takes a lot of choke to get going
You may have a problem with the primer assembly. The black cylinder mounted close to the center carb on the starboard side if I recall. Push and hold the key while turning the motor over. The circuits in the primer are pretty small and subject to getting clogged. That will have a big impact on how it cold starts when that occurs. It's also possible that the electric solenoid in the primer may be fading and not operating properly. That would explain why it's only a hard start when cold. (A good self test would be to remove the cowling before you cold start. Turn the little red tab on the primer 90 degrees which will be manual over ride and open the circuit. Cold start without choking. If it starts much easier, there is an issue in the solenoid or the wiring. If no change, probably a clogged circuit. Be sure to return tab to original position pretty quick after it starts or it will flood. Also, prime fuel before turning tab, or you will inject the motor with fuel each time you squeeze primer bulb and flood engine before you ever try to start it.)
As for a problem after the motor is tilted up. I suspect that will be a different issue that may aggravate the first. When it's tilted, the pooled fuel that remains in the block from when the ignition was shut off will move forward, toward the carbs. That is also a good way to help clear a flooded engine. Put it in full tilt for 5 mins or so and lower to restart.
Those year models also have a history of having issues with the voltage regulator. If you have a tach that does not work or is erratic, you should have it checked. Those regulators are somewhat pricey too.

What did you figure out on that cold start I have the same year and the same exact problem
some time your chock needs ajusting . try holding the choke butter fly closed completly when starting .it may not be closing all the way
