That's likely from the torque caused by the rotation of the prop. If there is a way to increase the tension on the foot pedal it will stop this, of course then it will require more foot pressure to make it turn.
Motorguide had "tour edition:, back in the 90's I think, that had dual cables. One pulled each way, this stopped that torque.
This is very similar to the torque you can get with the outboard at higher speeds, not trimmed proper
You don't say which trolling motor, but what you are experiencing is torque as mentioned above.
