I contacted the Corp and here is copy of the email explainging the current situation.
Paul,
During the months of April through November, Green River Lake tries not to release from the main gates, as this will change the water temperature in the river. Thus, impacting all species in the river. However, if the situation warrants, hydrology will have us open the main gates to simulate a natural flood event (not to exceed 5,300 cfs) and then as quickly as possible go back to using our bypasses. During the remainder of the year, the maximum allowable release from the reservoir is 8,100 cfs.
In addition to this guide, we have received requests for low releases in August and September so that biological surveying downstream could be completed by researchers and to enable some necessary work to be performed downstream. At this time, I cannot say when the lake will return to normal summer pool (675' msl).
