Is there any way to attract crappies on a lake with very little cover and you are not allowed to sink trees , etc?

You are not allowed to put cover out during the day time, it's ok at night! Lol, just kidding! The only thing that comes to mind is putting out a light at night, it works!

Unless you can put out cover, I'd look for anything there with a good depthfinder.
