I use a pair of needle noise pliers. The ones I use have a flat area. If the heads are placed right you can get the eyes very close to parallel up to an 1/8 jighead. Here are a set of pictures showing how they look, this jighead is a 1/16.

Stumps way is excellent if you're just looking for a flat enough area to put an eye on. I use the same kind of pliers and use the are between the handles to flatten them just like a pillhead. My post on adding wiggle eyes shows how flat they can be.
I would love to get my mold pinned but hard to find someone to do it and the pliers work just fine. I've actually thought about using a punch to make a hole in the side of the jig to put eyes but haven't tried it yet.
A bench vice will work also.
I just use two hammers and it works all the way up to 1/2 oz jig heads. As long as the surface you are hitting it with is smooth it leaves a smooth finish and I can bang a bunch out pretty quick.
