Help

I can't seem to start my 1967 Mercury 200 20hp. The starting rope won't catch on to anything; when I pull it to start, just the rope itself pulls out, and it isn't attached to anything for some reason. When I move the circular red plate below the starting rope, it moves the propeller. The circular red plate just isn't catching with the starting rope somehow. Anyone have any thoughts on this? Thanks
