It should work.

you know what, I dont have hundreds of dollars to throw in the bottom of a lake to fish around. I use what availabe resources i have.
Honestly...the only issue I see is the base. I imagine you have a 40lb bag of 'crete in those 5 gal buckets, with that much material up high, if it is snagged it would probably topple easily...I try to use a WIDE RECTANGULAR base on our stuff for stability! If you are putting it in an area that doesn't see alot of pressure or trolling then it should be OK.
We have found (in our 2200 acre OHIO Reservoir, which is deep and fertile/stained) that Big Crappie LOVE "trees" that are larger and they can hide behind...smaller Crappie have been using our stake beds and small PVC, but the BIG BOYS love the 4-8 inch PVC, dense 2x4 bucket trees (they hang on the outside and not so much IN them), and BIG limbs. The downside is some of these structures are heavy and require 2-3 guys to drop...but they will last, so you only have to do it once!
ANY cover you build will work if it's put in the right places...fish don't care how pretty it is!:):):)LOL
Another idea...find Free/Old Milk Crates...put a Concrete block (holes) or bricks with holes) in the bottom one and stacked 3-4 more plastic crates on top and use heavy tie straps to "tie" everything together! If you put in proper areas you attract crawdads (Small Holes in bricks/block), minnows/fry (inside the crates), and predator fish to this little ecosystem.
