I have heard of a similar one at a lake in Southern Illinois....

Yeah, I've heard of that spectral apparition too!! Heard that he may have recruted a black sheep that is supposed to be quite a rain dancer for his local tribe. Sounds like bad stuff is a brewing at the local watering hole around there.
Send him up here to Northeast Michigan, we need rain bad....
