I have some 8" blocks with 2' to 4' pvc pieces, plan on thru bolting some cypress limbs in the pvc and tossing them over in some of my fishing areas. Cypress should last longer than oak or bamboo.

I would cement the Cypress directly in concrete. I've heard it will last for years under water.
I have a couple cypress stakebeds that are over 20 years old and are still solid and producing.
I'd listen to these boys, they've been at it awhile now. Cement is king.
The cypress limbs may be still producing when your grandkids have grandkids.
Would it be safe to say that cedar is almost as good as cypress. I have both on the farm and there is some extensive trimming needed.
Try using any bent, crooked or forked limbs. Just push the limbs into the wet cement. Keep in mind osage orange, locust and ash ALL will also last 10+ yrs underwater. Then water them heavily...
