Find a well-lighted pier alongside, but not completely in, water some 4 to 6 feet deep and determine if any specks are running shrimp through the lighted water. If there aren't, then look for another light. If there are, anchor maybe 20 feet outside the brightest water, toss a size 2 chartreuse and white Clouser Minnow across the light, and don't break the possession limit!
If, for some reason, that fly isn't working too well, scale it down radically - perhaps a size 8. Yeah, a size 8 in saltwater! That's a good rule of thumb for conventional-minded folks, too! Anyway...
