Ok I did it. I put a 15hp carb on my 2000 9.9. Very happy with the high end speed. BUT, I cannot get the idle down. I have adjusted the idle screw out to where it isn't even touching. If I push on it, it will slow to a workable speed. I will try the cable but was fishing for any other ideas.
The reason could be that the idle mixture is too lean, caused by an incorrectly adjusted idle mixture needle, or a dirty idle circuit. Try adjusting the low speed rich/lean adjustment needle counterclockwise, and if that doesn't work, clean the carburetor. The fact that it's a 15carb. shouldn't affect idle as far as I know.
