Truthfully most of the guys who put eyes on don't use a brush at all. Some use different sizes of nail heads, Skip use's the bottom part of drill bits

Drill bits are the way to go. Put a coat of hard as nails on it after they dry.
I use old paint brush handles. Usually they are tapered so you can cut them at different lengths to get different diameters. I use interior/exterior varnish from Michael's to coat the heads when I'm done. It leaves a pretty tough finish.
you can also cut a q-tip in half and use it..
I use a toothpick and trim the end to the size i want.
Ship, great looking eyes..
Great suggestions ... but U can get "Wet Powder Paint" compound and use the "Nail"-"Drill Bit"-"Toothpick"-"Timmed Dowel" and etc. One thing .. If U R going to use the jigs with soft plastic tails ... do not seal with nail polish, Epoxy YES. The Plastic will attack a lot of finishes and nail polish is one of them ... nail Polish is great for "Tied" jigs.
Just 2 cents worth
