Trying to mount t-bar's to front deck,it is wood with carpet on it and flotation under the wood.Without trying to find all the screw's and taking it up how can I anchor my t-bars down?

No 12 sheet metal screws. Hi-Techs come with them.
or lag screws. Stainless what ever you use
